Liz Kendall MP, Labour's Shadow Minister for Care and Older People, commenting on the Winterbourne View review report, said:
"There are extremely important lessons that must be learnt from this terrible case.
"The review into Winterbourne View has revealed appalling and unacceptable failings in the company Castlebeck, in the actions of the local commissioners of services, and in the national regulator.
"With many hundreds of vulnerable people with learning disabilities living in large institutions similar to Winterbourne View, the Government must now spell out how abuse like this will be prevented from happening again.
"There should also be more fundamental changes in the way services for people with learning disabilities are provided, out of large scale institutions that are often far away from family and friends, and into smaller services in the local community."
