Pickles still can't explain how every council could be a winner if business rates are localised - Flint

Caroline Flint MP, Labour's Shadow Local Government Secretary said on business rate localisation today:
"Despite being pressed, Eric Pickles still could not explain how every council could be a winner if business rates are localised.
"I would support a system which genuinely incentivises local growth, but today Eric Pickles failed to spell out how the Government's proposals could achieve that, without hitting councils which rely on business rates redistribution."
