A community based political organiser can mean the difference between winning and losing an election. In the general election, seats that had an organiser for just five months in the run up to the general election bucked the trend and were decisive in stopping the Tories from getting a majority.

So imagine the result if we had organisers in place for five years? To have a strong chance of winning the 2015 general election and the elections in between, we have to start recruiting over 30 community based political organisers now for our marginal and heartland seats.

In the run up to the 2010 general election, the Labour Party used incentives for local parties with real impact. Marginal seat Labour Parties who achieved their voter contact targets were rewarded with direct mail. The results were dramatic. More than three times as many Voter ID contacts were made in 2009 than in 2004. And as we know – the more people you talk to, the better your chance of you winning.

We want to continue and extend the scheme to all Labour marginal seats and other opposition-held seats who opt in, to reward their hard work, encourage increased activity and help them reach campaign minimum standards. The Labour Party Training Academy will be launched at Annual Conference and will be open to every Labour Party member.

The Academy will teach everything from campaign leadership to understanding statistics. You can learn at local or national sessions, or via a new distance learning tool on Membersnet.

All training will include a follow-up, which participants will complete to compile a portfolio of campaign work. You can become a community based political organiser completing our Trainee Organiser Scheme.

Labour reflects the diversity of Britain. It’s a great strength over our opponents. We can make the most of that in every constituency by empowering members to champion their own communities. Election results are good where: we have good local councillors: parties and candidates reach out to community groups: we have active members in Black and Minority Ethnic communities.

Having a leading local voice is critical. But many areas are without elected Labour representation, and many of these are the areas we must win back.

So to make sure we have a local voice in every community, for every community, we will provide training and support for elected representatives and launch a scheme to create the local champions of the future.

Labour out-organised our opponents at the 2010 general election, thanks to party members and Trades Unionists and thanks to our ability to deploy cutting edge technologies like Contact Creator and Print Creator to target our message with unprecedented sophistication.

We need to continue to stay ahead of the opposition. So we must invest in our campaign technology, making it better and even easier for local parties to use. Update the demographic data we hold to increase our understanding of voters and share that learning across the party and continue to innovate, develop new campaign techniques, share best practice and learn from each other.
