On the global downturn and on securing the recovery George Osborne doesn't have a coherent or credible economic plan. He doesn't even know where to start.
He can't say how much he would cut in 2010.
The financial year starts in just a few weeks. Labour has set out its spending plans for the year. The Tories have said they will make big cuts in this year. So how much are they planning to spend in 2010/11?
He can't say how quickly he would halve the deficit.
The Government is clear. We will more than halve the deficit in four years (by 2013/14). We have even set this out in legislation.
George Osborne repeatedly says four years isn't fast enough. So, if he wants to be taken seriously, he will be able to say: By which year will he halve the deficit? Is it in three years, two years or even faster?
He can't say by how much he would reduce the structural deficit over a Parliament.
George Osborne says we need to eliminate 'the bulk' of the structural deficit within a parliament. but so far he'd been unable to explain what he thinks a 'bulk' is.
The Government is clear. We will reduce the structural deficit by two-thirds during the next five years. Many would say this is the bulk.
The shadow Business Secretary has recently tried to argue 2/3s is "the majority, not the bulk"

However, the Tories still say its not enough. So if they do have a plan and do believe in openness, they will be able to clearly tell us today: How much will they cut the structural deficit by 2014/15 under their plan?
On those three basic questions he has got no answers.
